Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and the Ruler of Dubai, has issued a comprehensive new public safety law that will take effect on June 1, 2026. The legislation aims to establish a robust framework ensuring high safety standards for individuals and property while supporting the emirate's sustainable development and protecting public spaces.
For startups, businesses, venues, and event organizers in Dubai, the new law introduces strict preventive standards aligned with international best practices. The primary goal is to minimize accidents, injuries, and property damage while guaranteeing the safety of public services and consumer products in the market.
New Requirements for Venues and Events
The law outlines specific safety requirements that will impact how venues and events operate across the emirate. Event organizers and physical venues must now strictly adhere to new baseline standards regarding:
- Equipment and infrastructure safety
- Adequate lighting and ventilation systems
- Dedicated and safe entry and exit points
- Strict capacity limits to prevent overcrowding emergencies
- Noise level regulations to protect against hearing hazards and avoid excessive sound exposure
Additionally, venues are mandated to provide essential safety infrastructure. This includes robust firefighting equipment, clear emergency evacuation measures, accessible first-aid supplies, trained safety supervisors on-site, modern alarm systems, clear safety signage, and a comprehensive public safety management plan.
Broader Safety Responsibilities
The law's scope extends beyond events, dictating public safety standards for the maintenance of inhabited residential buildings, electrical devices, and public recreational areas like swimming pools and beaches. Owners, operators, and service providers are legally obligated to comply with these guidelines to ensure public safety.
The public also shares responsibility under the new framework. Individuals must follow safety instructions, cooperate with safety supervisors, and adhere to emergency procedures in public spaces and entertainment venues. The law strictly prohibits the unauthorized handling of dangerous materials, explosives, fireworks, and toxic or flammable materials, as well as tampering with public infrastructure like waste containers or sewer drains.
Strict Penalties for Non-Compliance
To ensure enforcement, the law introduces significant penalties. Violators face fines ranging from Dh500 to Dh1 million. Repeat offenses within a single year will result in double the penalty, potentially reaching up to Dh2 million. The Executive Council of Dubai will release specific details outlining actions considered violations and their exact corresponding penalties.
Dubai Municipality’s Environment, Health and Safety Agency will spearhead the oversight and regulation of these new public safety measures, in coordination with relevant authorities. The designated employees will have judicial enforcement powers to document violations and involve the police if necessary.
While affected parties have the right to appeal decisions within 10 working days, all relevant entities and businesses must comply with the new provisions within a two-year grace period. A possible one-time extension of the same period may be approved by The Executive Council based on the Municipality’s recommendation.
