DUBAI, UAEParkin Company PJSC, Dubai’s largest provider of paid public parking, has announced a multi-year strategic agreement with Emaar Properties to introduce advanced AI-driven enforcement systems across the city’s premier retail destinations. The initiative will initially launch at Dubai Mall, Dubai Hills Mall, and Dubai Marina Mall, with a primary focus on protecting parking bays reserved for People of Determination (PoD).

Precision Monitoring via ANPR Technology

The core of the new system relies on Automatic Number Plate Recognition (ANPR) technology. Integrated directly into the malls' existing infrastructure, the AI system will automatically scan the license plates of vehicles entering designated PoD bays.

The software will cross-reference plate data against a database of valid permits. If a vehicle is found to be non-compliant, the system flags the violation to a central command center for human review. To account for genuine errors, a brief grace period will be implemented before a penalty is issued. These digital measures will be supplemented by manual on-ground inspections to ensure total regulatory compliance.

Improving Accessibility and Traffic Flow

The partnership addresses critical accessibility challenges at high-footfall locations. Eng. Mohamed Abdulla Al Ali, CEO of Parkin, emphasized that the move is rooted in community benefit as much as technical innovation.

“This partnership will ensure that People of Determination have unobstructed access to parking spaces designed for them,” Al Ali stated. “By combining our AI-driven ANPR technology with field inspections, we aim to deliver a comprehensive enforcement model.”

Beyond enforcement, the system is expected to optimize parking turnover and ease congestion during peak shopping hours.

Synergy with Existing Infrastructure

At Dubai Mall, the new enforcement layer will work alongside the existing Salik-managed system, which currently handles ticketless entry, exit, and fee collection. Ahmad Al Matrooshi, Executive Director at Emaar Properties, noted that the integration of smart technologies is a key component of maintaining high service standards across Emaar’s retail portfolio.

“Working with Parkin allows us to reinforce the importance of dedicated parking for People of Determination while supporting a more efficient use of our facilities,” Al Matrooshi said.

Parkin’s Expanding Footprint

The agreement marks a significant step in Parkin’s strategy to expand its reach into the private sector and tech-led mobility solutions. As of year-end 2025, Parkin manages approximately 229,000 parking spaces across Dubai, facilitating roughly 141 million transactions annually.

By pivoting toward AI-based management tools in private developments, Parkin continues to diversify its revenue streams—which include permits, reservations, and enforcement—while supporting Dubai’s broader vision for a smarter, more inclusive urban environment.
